MLex: An argument is brewing among lenders, regulators and international standard-setters as the coronavirus (COVID-19) pandemic highlights the question of capital buffers. The Bank of England (BoE) appears to be leading the fight for banks to use buffers when needed, despite their qualms over restrictions on making distributions that they must accept if they do so. The BoE might not yet have persuaded its international friends of its concerns, but the issue is only likely to become more urgent.
