Planning analysis: Following consultation and an announcement in the Spring Statement that the government will legislate for net gains for biodiversity to be achieved on new developments in England, the government has published a consultation response confirming that it will require new development to achieve a 10% net gain for biodiversity. In the meantime, the government has published revised planning practice guidance which sets out how the policies in the National Planning Policy Framework encouraging net gains for biodiversity can be implemented.
