WTO discusses proposals to strengthen collaboration on carbon emission policies

The World Trade Organization’s (WTO) Committee on Trade and Environment met on 4 November 2025 to discuss proposals from China and Japan aimed at strengthening cooperation on carbon emission policies that impact trade. China presented a proposal focusing on the systematic review of carbon standards, enhanced information sharing, and increased support for developing members. The proposed non-binding guidance seeks to promote regulatory coherence without introducing new obligations for WTO members.

EU dumping duties on Chinese trichloroisocyanuric acid remain in place

MLex: EU imports of trichloroisocyanuric acid from China will be subject to punitive dumping duties for an additional five years, the European Commission said Wednesday. The measures, now reaching up to 78.9 7%, come after a partial interim review started in 2024, following a request made by Ercros and Electroquímica de Hernani.

TRA launches review of tariff rate quota on Category 13 steel

The Trade Remedies Authority (TRA) has launched a review of the tariff rate quota under the UK's steel safeguard measure for Category 13 steel (rebar), following an application from UK producer 7 Steel UK, citing a substantial change in circumstances. The application indicates that imports from Vietnam of this type of steel may now exceed the threshold for developing country exemptions, potentially surpassing the 3% individual share of total imports required to qualify for such an exception under UK regulations. The TRA will assess whether the list of exempt developing countries should be amended to reflect these potential changes in import patterns. Businesses that may be affected are invited to register their interest and submit comments through the Trade Remedies Service by 20 November 2025. The TRA’s final determination will be submitted to the Secretary of State for Business and Trade, who will decide whether to accept or reject it.
