Public procurement rules/Procurement Bill Proposed changes to the UK public procurement regimeTBCOn 15 December 2020, the government published its Green Paper: Transforming public procurement, setting out its proposals to change the UK public procurement regime. The new rules aim to minimise bureaucracy, prioritise value for money and provide smaller businesses with more opportunities to win government contracts. The Green Paper sets out questions for public consultation on the proposed reforms. The consultation ran until 10 March 2021. See: LNB News 15/12/2020 70.
While the government has not published the responses to the public consultation, Minister of State at the Cabinet Office, Lord Agnew, indicated in a speech in March 2021 that it was hoped a bill could be brought forward from September 2021. The Procurement Bill was announced in the Queen’s Speech in May 2021, with the stated purpose of simplifying procurement in the public sector.
