What does Monitoring surveyor mean?

A professional, often engaged by a funder, to monitor the progress of construction works in order to protect its investment. Also known as a project monitor.

Role of the project monitor

Role of the project monitor When a bank or other finance provider decides to provide funding for a construction or development project, it will often appoint a project monitor (or monitoring surveyor) to monitor the project on its behalf. The employees of the lender are unlikely to have either the time or the expertise to carry out this role and so the project monitor will act as 'the eyes and ears' of the lender. Project monitors tend to be either project managers or quantity surveyors as these two professionals will have good knowledge of both the contractual and construction processes. The project monitor should be involved by the lender at an early stage in the design and procurement process, and this involvement will continue through the construction process to practical completion and beyond. Main contractor On a project where some of the work is sub-contracted, the main contractor (sometimes referred to also the head contractor) is the party which enters into a contract with the employer and is ultimately responsible for carrying out the works. The main contractor then sub-contracts some or all of the works to its sub-contractors. Maintenance period The period following practical completion during which the contractor is required to return to site to make good any defects which arise or which are discovered during that period. It is similar to 'rectification period' or 'defects liability period', but where the term 'maintenance period' is used it will typically be that the contractor is required to carry out maintenance or repairs even if they are not due to any defects in the work (for example, due to wear and tear).
