As explained in para [166] ff above, agricultural workers were the one group within the United Kingdom which retained separate wage protection and were not covered by the national minimum wage. This unusual position was initially preserved by NMWA 1998 ss 46, 47 for the whole of the UK. As a result, the Agricultural Wages Boards continued to set minimum rates of pay (as well as holiday entitlement and other terms and conditions) for agricultural workers, which could be higher for some grades than the national minimum wage.
