E.     Policies on reference giving

If a reference is to be given, problems may arise (particularly in a large organisation) as to how it is to be compiled and by whom; two such problems may be where the request is passed to a manager who did not know the individual and who does not check second-hand opinions sufficiently (there may have been an element of this in Spring), and where a manager gives what is really a personal reference but sends it on the organisation's headed paper.
