The amount of tax covered by any assessment is not deemed1 to be finally determined until that assessment can no longer be varied, whether by the tribunal on an appeal notified to it or by the order of any court2; and thus an assessment becomes final and conclusive when the appeal against it is finally determined or when there is a time limit for appealing and no appeal has been made within that limit
