A person seeking permission to appeal1 must make a written application to the tribunal for permission to appeal2. Such an application must be sent or delivered to the tribunal so that it is received no later than 56 days after the latest of the dates that the tribunal sends to the person making the application:
(1) the relevant decision notice3;
(a) the decision disposes of all issues in the proceedings; or
(b) the decision disposes of a preliminary issue dealt with following a direction to deal with an issue in the proceedings as a preliminary issue4,
