The Sports Grounds Safety Authority1 may at any time, by notice in writing to the holder of a licence to admit spectators2, revoke the licence or suspend the licence indefinitely or for such period as it considers appropriate3. However, the licensing authority must not suspend or revoke a licence unless satisfied that it is necessary to do so having regard to certain relevant matters4. The licensing authority must not revoke or suspend a licence to admit spectators without5:
(1) notifying the licence holder of the proposed revocation or suspension and of the grounds for it6;
