The CAS Panel may on request of a party order preliminary measures including a stay. There is a triple test consistently applied: the measures must be necessary to protect the applicant from irreparable harm; there must be a likelihood of success on the merits of the claim; and the interests of the appellant in the protected measures must outweigh those of the other party
