Any responsible person1 and, if a safety certificate2 is in operation, the holder of the certificate is guilty of an offence3 if:
(1) spectators4 are admitted to a regulated stand at a sports ground on an occasion when no safety certificate which covers their use of the stand is in operation for it5; or
(2) any term or condition of a safety certificate for a regulated stand at a sports ground is contravened6.
Where any person is charged with such an offence, it is a defence to prove that the spectators were admitted or the contravention of the certificate took
