155. Liability.

Except in so far as Part III of the Fire Safety and Safety of Places of Sport Act 19871 otherwise expressly provides and subject to the prohibition on an offender being punished more than once for the same offence2, the provisions of Part III may not be construed as:

    (1)     conferring a right of action in any civil proceedings, other than proceedings for the recovery of a fine, in respect of any contravention of Part III or of any of the terms or conditions of a safety certificate
