The principal enactments relating to safety at sports grounds each derive from recommendations made following significant loss of life in football stadium disasters. The Safety of Sports Grounds Act 19751 implements the recommendations of the Wheatley Report following the deaths of 66 spectators at Ibrox Park in Glasgow in 19712, and the Fire Safety and Safety of Places of Sport Act 1987
