The Secretary of State1 may by regulations2 prescribe the procedure3 for the issue of safety certificates4 for regulated stands at sports grounds and the particulars to be given in applications for their issue5.
The persons who qualify for the issue of a safety certificate for a regulated stand6 at a sports ground7 are: (1) in the case of a general safety certificate8, the person who is responsible for the management of the ground9; and (2) in the case of a special safety certificate10 for viewing an activity from the stand on any occasion, the person responsible for organising that activity11.
