Except in so far as the Safety of Sports Grounds Act 19751 otherwise expressly provides2, and subject to the prohibition on an offender being punished more than once for the same offence3, the provisions of the Safety of Sports Grounds Act 1975 are not to be construed as:
(1) conferring a right of action in any civil proceedings, other than proceedings for the recovery of a fine, in respect of any contravention of the Safety of Sports Grounds Act 1975
