The Secretary of State1 may by regulations2 prescribe the procedure3 for the issue, cancellation, amendment, replacement and transfer of safety certificates4 for regulated stands5 at sports grounds6 and the particulars to be given in applications for their issue, amendment, replacement or transfer7. In exercise of this power, he has made the following provision.
The local authority8 which has issued a safety certificate for a regulated stand at a sports ground:
(1) must, if at any time it appears to the local authority that the stand in respect of which it was issued is not or has ceased to be a
