Where a suspended sentence order1 is in force and the responsible officer2 is of the opinion that the offender3 has failed without reasonable excuse to comply with any of the community requirements4 of the order, he must give the offender a warning5 unless either:
(1) the offender has within the previous 12 months been given such a warning in relation to a failure to comply with any of the community requirements of the order6; or
(2) the officer refers the matter to an enforcement officer
