The compulsory referral conditions1 are satisfied in relation to an offence if the offence is punishable with imprisonment and the offender2:
(1) pleaded guilty to the offence and to any connected offence3; and
(2) has never been convicted by or before a court in the United Kingdom4 of any offence other than the offence and any connected offence or convicted by or before a court in another member state of any offence
