A 'temporary exclusion order' is an order made by the Secretary of State which requires an individual who is outside the United Kingdom1, but has the right of abode in the United Kingdom2, not to return to the United Kingdom on grounds connected to terrorism3, unless the return is in accordance with a permit to return issued by the Secretary of State before the individual began the return4 or the return is the result of the individual's deportation to the United Kingdom5.
