Where the court considering the making of a youth rehabilitation order1 is satisfied that the offender2 resides in Northern Ireland, or will reside there when the order takes effect3, it may not so make an order in respect of the offender unless it appears to the court that the conditions imposed by the order are compliant with similar requirements which may be imposed in Northern Ireland and that suitable arrangements for the offender's supervision can be made by the Probation Board for Northern Ireland
