The Secretary of State may revoke a permit to return1 issued to an individual2 only if:
(1) the permit to return has been issued on an application by the individual3 and the individual asks the Secretary of State to revoke it4;
(2) the permit to return has been issued in a deportation case5 and the Secretary of State no longer considers that the individual is to be deported to the United Kingdom6;
(3) the permit to return has been issued because of the urgency of the situation7
