Where an individual who is subject to a temporary exclusion order1 is in the United Kingdom2 he may apply to the High Court3 to review:
(1) a decision of the Secretary of State on any of the factors on which the order was based4;
(2) a decision to impose the order5; and
(3) a decision that it continues to be necessary, for purposes connected with protecting members of the public in the United Kingdom from a risk of terrorism, for an order to be imposed on the individual6.
On such a review the court may either quash the order7 or
