The following provisions apply to a prisoner (a 'terrorist prisoner') who (1) is serving a fixed-term sentence imposed (whether before or after this provision comes into force)1 in respect of specified terrorist offences2; and (2) has not been released on licence3.
It is the duty of the Secretary of State to refer the case of a terrorist prisoner to the Parole Board4 (a) as soon as the prisoner has served the requisite custodial period5; and (b) where there has been a previous reference of the prisoner's case to the Board under this provision and the Board did not direct the
