Where a prisoner is serving a special custodial sentence for an offender of particular concern1 the Secretary of State2 must refer his case to the Parole Board3 as soon as he has served the requisite custodial period4 and, where there has been a previous reference of the prisoner's case to the Board under these provisions and the Board did not direct his release, not later than the second anniversary of the disposal of that reference5. It is the duty of the Secretary of State to release the prisoner on licence as soon as he has served the requisite custodial
