It is the principal aim of the youth justice system1 to prevent offending by children and young persons2. In addition to any other duty to which they are subject, it is the duty of all persons and bodies carrying out functions in relation to the youth justice system to have regard to that aim3.
As from a day to be appointed the following provisions apply where a court is dealing with an offender aged under 18 in respect of an offence4.
The court must have regard to:
(1) the principal aim of the youth justice system which is to prevent offending
