At any time after a youth offender contract has taken effect1, but before the end of the period for which the contract has effect2, the specified youth offending team3 must, if so requested by the panel, arrange for the holding of a meeting of the panel ('a progress meeting')4. Such meetings should take place at least every three months5. The panel may make such a request if it appears to it to be expedient to review the offender's progress in implementing the programme of behaviour contained in the contract, or any other matter arising in connection with the contract6.
