If an offender1 appears or is brought2 before the Crown Court3 and it is proved4 to the satisfaction of the court that the offender has failed without reasonable excuse5 to comply with a youth rehabilitation order6, the Crown Court may deal with him in respect of the failure in any one of the following ways7:
(1) by ordering him to pay a fine8;
(2) by amending the terms of the youth rehabilitation order so as to impose any requirement which could have been included in the order when it was made in addition to, or in substitution for, any
