The Secretary of State may by order establish a probation trust for purposes specified in the order1. The purposes of a probation trust must include the making or performance by the trust2 of contracts with the Secretary of State3, and may include all or any of the following purposes:
(1) the making and performance by the trust of contracts with another probation trust or any other person which provide for the carrying out by the trust of activities which contribute to the achievement of any of the probation purposes4;
(2) the making or performance by the trust of contracts
