Within 14 weeks of a case relating to the initial release of an indeterminate sentence prisoner1 being referred to the Parole Board2 by the Secretary of State3, a single member4 must consider the case without a hearing5; and he must either6:
(1) decide that the case should be referred to an oral panel7; or
(2) make a provisional decision that the prisoner is unsuitable for release8.
The decision of the single member must be recorded in writing with reasons for the decision9, and provided to the parties within a week of the date of the decision10.
