A Parole Board hearing1 must be held at the prison2 where the prisoner is detained or at such other place as the chair3, with the agreement of the Secretary of State4, directs5, except where6 a chair exercises his power to direct instead that a hearing is to be held via video link, telephone conference or other electronic means7. A hearing must be held in private8 but, in addition to any witness and observer whose attendance has been duly approved9, the chair may admit any other person to the hearing10. He may, however, impose conditions on that person's admittance11.
