182. Mitigation of fine.

Where under any enactment1 a magistrates' court2 has power to sentence an offender to a fine3 of an amount specified in the enactment, then, except where an Act passed after 31 December 18794 expressly provides to the contrary, the court may sentence him to a fine of less than that amount
