A referral order must:
(1) specify the youth offending team1 responsible for implementing the order2;
(2) require the offender to attend each of the meetings of a youth offender panel3 to be established by the team for the offender4; and
(3) specify the period for which any youth offender contract taking effect between the offender and the panel5 is to have effect6.
The youth offending team specified under head (1) above is the team having the function of implementing referral orders in the area in which it appears to the court that the offender resides or will reside7.
