An application for a football banning order1 in respect of any person may be made by complaint to a magistrates' court2 by the relevant chief officer3, the Director of Public Prosecutions4 or, where applicable, a constable5, if it appears to him that the respondent has at any time caused or contributed to any violence or disorder6 in the United Kingdom or elsewhere7, and the court must make a banning order in respect of the respondent if:
(1) it is proved on the application that that condition8 is met9; and
(2) the court is satisfied that there are reasonable grounds
