During any control period1 in relation to a regulated football match outside the United Kingdom2 or an external tournament3, a constable in uniform who:
(1) has reasonable grounds for suspecting that a British citizen4 present before him has at any time caused or contributed to any violence or disorder5 in the United Kingdom or elsewhere6; and
(2) has reasonable grounds to believe that making a football banning order7 in his case would help to prevent violence or disorder at or in connection with any regulated football matches8,
may9 give the person a notice in writing10 requiring him:
(a) to appear
