A court1 which, in respect of any offence2 (other than an offence committed before 4 April 20053), sentences an offender to a term of imprisonment of 12 months or more or, until a day to be appointed4, a sentence of detention in a young offender institution may, when passing sentence, recommend to the Secretary of State particular conditions which in its view should be included in any licence granted
