As soon as a life prisoner1, in respect of whom a minimum term order2 has been made3, has served the relevant part of his sentence4, and the Parole Board5 has directed his release6, it is the duty of the Secretary of State7 to release him on licence8. The Parole Board must not give such a direction with respect to such a life prisoner, however, unless the Secretary of State has referred the prisoner's case to the Board9, and unless the Board is satisfied that it is no longer necessary for the protection of the public that the prisoner should
