The first condition which must be satisfied in order for the police1 to make an application for a notification order2 in respect of a person is that under the law of a country outside the United Kingdom3:
(1) he has been convicted of a relevant offence4 (whether or not he has been punished for it)5;
(2) a court exercising jurisdiction under that law has made in respect of such an offence a finding equivalent to a finding that he is not guilty by reason of insanity6 or to a finding that the defendant is under a disability and did
