623. Community Impact Statements.

The police may prepare a community impact statement to make the court aware of particular crime trends in the local area and the impact of these on the local community, and such statements should be considered and taken into account by the court prior to passing sentence1. The court must pass what it judges to be the appropriate sentence having regard to the circumstances of the offence and of the offender, taking into account, so far as the court considers it appropriate, the impact on the community: however, opinions as to what the sentence should be are not relevant
