(1) the appropriate court in connection with the provisions concerned with the amendment of a community order1 by reason of change of residence2 is satisfied that an offender in respect of whom a community order is in force proposes to reside or is residing in Scotland or Northern Ireland, as the case may be3; and
(2) it appears to the court that the conditions which determine whether a transfer order may be made4 are satisfied
