Until a day to be appointed1 where:
(1) a court2 would have (or, as from a day to be appointed, has or would have) power3 to commit a person aged under 21 (or, as from a day to be appointed, 16) years of age4 to prison in default of payment of any sum of money or for failing to do or abstain from doing anything required to be done or left undone5; or
