426. Applications for permits to return.

If an individual1 applies to the Secretary of State for a permit to return2 the Secretary of State must issue a permit within a reasonable period after the application3 is made4, although he may refuse to issue the permit if he requires the individual to attend an interview with a constable or immigration officer at a time and a place specified by the Secretary of State5 and the individual fails to attend the interview6. Where a permit to return is issued the relevant return time7 must fall within a reasonable period after the application is made8.
