(1) a court has passed a mandatory life sentence for murder1 on an offender who was aged 18 or over when he committed the offence2;
(2) the offender took a knife or other weapon to the scene intending to commit any offence, or have it available to use as a weapon, and used that knife or other weapon in committing the murder3; and
(3) in the opinion of the court the case is neither exceptionally or particularly serious
