Article 3 of Protocol 11 applies only to elections to the legislature or, where it is bicameral, to at least one of its chambers2. It does not, however, apply only to the national parliament3: instead, the term 'legislature' must be interpreted in the light of the constitutional structure of the state in question and, in particular, whether the body in question is sufficiently involved in the legislative process to be regarded as part of its legislature
