607. States' right to secure the payment of taxes, contributions and penalties.

The right to the peaceful enjoyment of possessions1 does not impair the right of a state to enforce such laws as it deems necessary to secure the payment of taxes or other contributions or penalties2, which has been held to include:

    (2)     a confiscation order
