The two elements of Article 2 of Protocol 1 can appear to exist in tension with one another, inasmuch as the first element (the right not to be denied an education) refers to the direct recipient of the right to education (ie, usually, children) while the second (the right to ensure education in conformity with religious and philosophical convictions) refers specifically to the rights of parents
