539. Forming and joining a trade union.

The right to form or join a trade union includes the right of trades unions to draw up their own rules, administer their own affairs and establish and join trade union federations1. It applies equally to state employees2, but does not extend to a right to positive protection by prison authorities to protect the association rights of prisoners3.
