The Secretary of State1 may by regulations provide that, subject to specified2 provision, a scheme3 to which these provisions apply4 is to be taken to satisfy the relevant quality requirement5 in relation to each of an employer's6 relevant jobholders7 if a certificate given in accordance with the regulations is in force in relation to the employer8. The certificate must state: (1) that, in relation to relevant jobholders of the employer who are active members9 of the scheme, the scheme is in the opinion of the person giving the certificate able to satisfy the relevant quality requirement throughout the certification
