After publication of an application for a patent1, the comptroller2 must upon request and payment of the prescribed fee3 give the person making the request such information, and permit him to inspect such documents, relating to the application as may be specified in the request, subject to any prescribed restrictions4. Until an application for a patent is published, documents or information constituting or relating to the application may not be published or communicated to any person by the comptroller without the applicant's consent5.
The prescribed restrictions are as follows6. No document7 may be inspected:
<(1) where that document was prepared by the comptroller, an examiner or the UK Intellectual Property Office for internal use only<
