Where, on an application in respect of a patent for compulsory licensing in the case of abuse of monopoly1, the comptroller2 is satisfied that any of the grounds on which the application is made3 are established, he may:
(1) order4 the grant of a licence to the applicant on such terms5 as the comptroller thinks fit6;
(2) make an entry in the register7 that licences under the patent are to be available as of right8;
(3) where the applicant is a government department9, order the grant of a licence to the person specified in the application on such terms
